More of the Same, just better.. and costs more.
The Rise and Fall Expac fixes the poor choices made by Firaxis when making Civilization 6, and in true Civ fashion we get the honour of paying almost half the price of the game all over again for those needed fixes, is the game better? Yes much better, Do I regret paying twice..not too much. As the experience is that much better.. it’s just how Civ franchise works, the vanilla game sucks, first expac makes it playable, and by second expac we are all in love and naming our children after it just in time for the next major vanilla game to becomes the target of our hate and scorn.
Anger Management classes work!
One of the major issues I had with the base game was the leaders constantly declaring war on me for the most pointless of reasons, alliances ending and within turns open warfare between former allies, the AI in Rise and Fall are much more balanced, and long-term alliances are possible, the new system of allianced allowing multiple choices for alliance types adds a much-needed break from military only alliances (research, culture, religious, military, and economic are all options)
Calm down, its only an Emergency.
The emergency system works well and can pull warring factions together for a common greater cause, Shaka, and I were always at odds, several small wars over the first 2/3rds of the game left our empires with a lot of bad blood, and then Cleopatra captured a city-state near us, and suddenly we joined forces in a truce to liberate the city-state, by the wars end we were friendly and soon allies, and we remained so till end of the game.
Step one, Survive Shaka and win.
Shaka is overpowered, seriously if he is next to you beg and plead for him to love you, throw him all your wine, women and wombats and pray he doesn’t want your puny empire, or do what I did and flee to South America to regroup, his armies are vast, his AI actually smart, his empire spreads like wildfire and by bc/ad he had already wiped out 3 civs.. this leader is not for the faint of heart.
The thrill of a Dark Heroic Golden Age of Awesome.
Civilization series was lacking one thing in the addiction factor..forget one turn, now you can stay for one age while your wife moves back to her mother, your kids start calling your brother daddy and your boss names you worst employee in humanity 3 months running, when lifetime come to your house to film a new sad drama about shaky marriage and your dog no longer even cares if you call him good boy, the longterm Era goals help keep all ages interesting by giving a target to aim for be it to have a dark age and rule with crushing dark cards or a golden age which removes warmonger penalty among other goodies.
Worth it?
If you love the series, yes, if you managed to snag the base game cheap yes, if you are not a huge fan of the series and can’t get the base game cheap, then maybe wait for the GOTY edition in a few years.

If you like new civs, then this Expac is also good value-adding eight new civs and nine new leaders to spice up your gameplay.
